lC <br /> <br />TUESDAY. NOVEMBER 12. 1996 <br /> <br />A regular, semi-monthly meeting of the Council of the City of <br />Martinsville, Virginia, with Mayor George B. Adams, Jr. presiding, was <br />held Tuesday, November 12, 1996 in the Council Chamber, City Hall, <br />beginning at 7:30 P.M. All members of Council were present: GeorgeB. <br />Adams, Jr., Mayor; Mark A. Crabtree, Vice-Mayor; Bruce H. T. Dallas; <br />Elizabeth H. Haskell; and M. Gene Teague. <br /> <br />After the invocation, followed by Mayor Adams' cordial welcome to <br />visitors present, Council approved the minutes of its October 31, 1996 <br />meeting as circulated. <br /> <br />Under Business From the Floor, the following persons spoke: (1) Creed <br />Taylor, representing the Yellow Cab Company, asked for an increase in <br />taxi cab fares, stating that taxi cab fares have not increased for five <br />years and citing various increases in costs incurred by the Company; <br />Council referred this matter to City Manager Earl B. Reynolds, Jr. for <br />study and recommendation; (2) in response to a question from Gloria <br />Hylton, 402 Second Street, City Attorney David B. Worthy stated that <br />any entity purchasing the old R. P. Thomas Trucking property on Fayette <br />Streetat the public auction scheduled for November 21, 1996 would have <br />the right to continue to use the facility as a trucking terminal as a <br />grandfathered use; and (3) Rev. Wayne Prunty, Rivermont Apartments, <br />cited the lack of competition in public transportation as a factor in <br />considering any increase in taxi cab fares. <br /> <br />Council conducted a public hearing and considered approval, on first <br />reading, of Ordinance No. 96-11 amending the City Code by adding the <br />Enterprise Zone. Assistant to the City Manager for Development, Thomas <br />Harned, noted the Enterprise Zone program had become effective January <br /> <br /> <br />
