<br />, - <br />l~ <br /> <br />April 8, 2008 <br /> <br />ORDINANCE 2008- <br />BE IT ORDAINED by the Council of the City of Martinsville, Virginia. in regular session held on March 25, 2008 and <br />pursuant to Section 58. I -3651 of the Code of Virginia. that Section 21-12 of the City Code be amended to add a subsection I as follows: <br />I. Taxation exemption for Martinsville Community Recreation Association <br />After convening a duly advertised public hearing and considering the factors set forth in Code of Virginia 9 58.1-3651 (B), the City <br />Council of Martinsville Virginia hereby ordains the following: <br />I. The Martinsville Community Recreation Association, a nonprofit organization, is hereby classified and designated as a charitable <br />organization within the context of Section 6( a)( 6) of Article X of the Constitution of Virginia. <br />2. Personal property owned by Martinsville Community Recreation Association, and used exclusively for charitable purposes on a <br />nonprofit basis, as set forth in paragraph I of this subsection, is hereby determined to be exempt from local personal property taxation. <br />3. Continuance of the exemption shall be contingent on the continued use of the property in accordance with the purpose for which the <br />organization is classified or designated. <br /> <br />Councilman Ferrill questioned whether the time limit IS up on any other <br />organizations' applications for tax exemptions and City Attorney, Eric Monday, <br />advised Council to hold another public hearing after the budget is adopted if <br />Council were considering granting more exemptions. <br />Gary Collins, representing Patrick Henry Community College and Natalie <br />Harder of Patrick Henry Community College Foundation, briefed Council on college <br />activities and programs. They pointed out that efforts are being made to encourage <br />high school students to continue their educations. They also thanked Council for <br />allowing Patrick Henry to use Hooker Field for their sports activities. Mayor <br />Reynolds thanked them for their presentation and asked that they come back again <br />in the future to update Council on college programs. <br />The Mayor asked for Business from the floor. Rev. Leonard Jones of the <br />Martinsville Henry County NAACP briefed Council on their organization's <br />Juneteenth celebration and asked for City Council's financial support for the event. <br />Council members are to send their questions to Rev. Jones and he is to come back <br />to the April 22 meeting for further consideration of his request for funding. Council <br />members' questions included: if other localities are financially supporting the event; <br />what other revenue is his organization receiving; and what are inclement weather <br /> <br />plans. <br />Comments from City Manager: Clarence Monday reported the budget should <br />be ready for presentation with the next two weeks and Council members will be <br />contacted regarding date. <br />In accordance with Section 2.1-344 (A) of the Code of Virginia (1950, and as <br />amended) and upon a motion by Gene Teague, seconded by Kathy Lawson, with the <br />following recorded vote: Mr. Reynolds, aye; Mr. Clark, aye; Mrs. Lawson, aye; Mr. <br />
