<br />Whereas, Delegate Ward Armstrong was elected to the Virginia House of Delegates in 1991 to <br />represent Martinsville and its neighboring counties; and <br /> <br />Whereas, Delegate Armstrong has worked faithfully and tirelessly during the ensuing sixteen years to <br />represent the interests of the City of Martinsville to the Commonwealth's legislature; and <br /> <br />Whereas, Delegate Armstrong has earned a reputation among his peers for strong rhetorical skills and <br />floor leadership whether in the majority or minority of the House membership; and <br /> <br />Whereas, Delegate Armstrong continues to provide valuable assistance to his constituents while <br />maintaining a legal practice within the City of Martinsville and a residence within Henry County; and <br /> <br />Whereas, on Saturday, February 24, 2007, his caucus elected Delegate Armstrong the minority leader <br />of the Virginia House of Delegates, putting him in line to become Speaker of the House in the event of a <br /> <br />Whereas, in his new position, Delegate Armstrong will continue to wield significant influence with <br />state officials and with his peers to forward the interests of his constituents and their home counties and <br /> <br />Vice Mayor Clark moved to adopt the Resolution as presented; the motion was <br /> <br />duly seconded and carried by the following vote, with all members voting: Vote <br /> <br />5-0. Yeas (5) _ Reynolds, Clark, Anderson, Ferrill, Lawson.
