<br />accreditation to the Police Department, given by the Virginia Law Enforcement <br /> <br />Professional Standards Commission (VLEPS). Chief Rogers introduced Tim <br /> <br />Paul, chief of the Law Enforcement Services Section of the Virginia Department <br /> <br />of Criminal Justice Services, who provided a brief history of the State <br /> <br />accreditation program. Salem Police Chief James Bryant and Sheriff Gerald <br /> <br />Holt of Roanoke County, members of the executive board of the Commission, <br /> <br />Council next considered conducting a public hearing and adoption of an <br /> <br />Ordinance, on first reading, to rezone property at 800 Starling Avenue from R-6 <br /> <br />Residential to P-2 Professional. Wayne Knox, Director of Community <br /> <br />Development, made brief comments. The Mayor then opened the Public <br /> <br />Hearing and there being no comments, the public hearing was closed. Council <br /> <br />Member Ferrill made a motion to adopt the Ordinance, on first reading; the <br /> <br />motion was duly seconded and carried by the following vote, with all members <br /> <br />voting: Vote 5-0 Yeas (5) - Reynolds, Clark, Anderson, Ferrill, Lawson. Nays (0) <br /> <br />Council next considered an item that was not on the agenda, the <br /> <br />adoption of a Resolution congratulating Delegate Ward Armstrong as being <br /> <br />elected the Minority Leader of the Virginia House of Delegates.
