<br />May 23, 2007 <br /> <br />M <br /> <br />Martinsville <br /> <br />A CITY WITHOUT LIMITS <br /> <br />The Honorable Mayor and City Council <br />City of Martinsville <br />Martinsville, VA <br /> <br />Dear Council Members: <br /> <br />The Planning Commission, at its regular meeting on May 17,2007, conducted a duly advertised Public <br />Hearing on a proposal to amend Sections II. Definitions, X. Residential Districts, XI. Professional <br />Districts, and XIII. Business and Manufacturing Districts, of the City's Zoning Ordinance. <br /> <br />At the Public Hearing it was noted these amendments are proposed in order to meet current and future <br />needs. The current bed and breakfast inns definition restricts the operator to live on the premises. The <br />proposed amendment would allow, as a permitted use, bed and breakfast home stays in a R-6 and R-9 <br />Residential District, and bed and breakfast inns in a P-2 Professional and RP-l Residential- <br />Professional District. The proposed amendments to the B-1 Business and Manufacturing District <br />would remove educational facilities as a permitted use, along with some public buildings as a special <br />use, and place the regulation ofthe height of a building under special use requirements. <br /> <br />There was no citizen response regarding these proposed amendments. City staff is recommending the <br />amendments as a proactive approach to the continued development activity in and around the uptown <br />area and community. <br /> <br />Following discussion of the matter, the Planning Commission voted unanimously (3-0), to forward the <br />proposed amendments, as attached, to City Council with a favorable recommendation. <br /> <br />The Planning Commission respectfully submits the above recommendation for Council's further <br />consideration. <br /> <br />Sincerely, <br /> <br />James A.
