<br />Martinsville City Council held a special called meeting April 19, 2007 to consider <br />four items of business. <br />Members present included Mark Anderson, Vice-Mayor James Clark, Ron Ferrill, <br />Kathy Lawson and Mayor Kimble Reynolds. Mayor Reynolds called the meeting to order <br />at 7:30 p.m. in City Council Chambers. <br />In addition to the members of council present, staff included assistant city manager <br />Wade Bartlett; Sheriff Steve Draper; Matt Hankins, deputy clerk of council/director of <br />communications; and Clarence Monday, fire-EMS chief/interim city manager-designate. <br />Mayor Reynolds held a moment of silence to honor the memories of the 32 victims of <br />shootings at Virginia Tech. Upon conclusion of the moment of silence, the Mayor <br />adjusted the order of the agenda. <br />Mrs. Lawson moved to appoint Clarence Monday as interim city manager effective <br />April 22, 2007, fixing an annual salary of $96,000. Mr. Clark seconded the motion. <br />Mr. Ferrill read a statement reflecting his personal belief that council should appoint <br />Mr. Bartlett as interim city manager, as he has effectively filled the position in the past, <br />serving with distinction. Mr. Ferrill also indicated that city employees should expect to <br />advance within their areas of expertise. <br />With no additional comments from council, the mayor called for a vote. With four <br />members voting in the affirmative and with Mr. Ferrill not voting, council appointed <br />Clarence Monday as Martinsville's interim city manager. <br />On a motion from Mrs. Lawson, seconded by Mr. Clark, council closed the meeting <br />to consider personnel and potential litigation, affirming the closed session requirements <br />of the Virginia Freedom of Information Act, on the following vote: <br />Mr. Anderson - aye; Mr. Clark - aye; Mr. Ferrill - aye; Mrs. LawsQIl - aye; Mr. <br />Reynolds - aye. All members concurring to close the session, council entered Room 200 <br />for a closed session. <br />Upon returning to council chambers, on a motion from Mrs. Lawson, seconded by <br />Mr. Anderson, council reopened the meeting, affirming the closed session requirements <br />of the Virginia Freedom of Information Act, on the following vote: <br />
