March 13, 2007

Martinsville be designated as Professional rather than the present designation of Medium Density
Residential.

Council next conducted a public hearing and considered adoption of a

Resolution authorizing the City Manager to file a Community Development

Block Grant application with the Virginia DHCD for the Cherry Street

Neighborhood Improvement Project. After brief comments from Wayne Knox,

Director of Community Development, and Dave Conmy with K. W. Poore &

Associates, Vice Mayor Clark declared the public hearing open. David Draper,

Director of the MARC Workshop, gave comments concerning the restoration of

the old East Martinsville School and one citizen asked if there would be

apartments built as part of the project. Wayne Knox answered no, only single-

family homes. After no further comments, the Vice Mayor declared the public

hearing closed. Council Member Ferrill moved to adopt the Resolution as

presented (Attachment A); the motion was duly seconded and carried by the

following vote, all members voting: Vote: 4-0. Yeas: (4) Clark, Anderson,

Ferrill, Lawson. Nays: (0) None. Absent (1) Reynolds.

Council then recessed and convened as the Martinsville Redevelopment

and Housing Authority to consider two requests, one from the Town of Stuart,

Virginia, that the Martinsville Redevelopment and Housing Authority assist

them in their application for a Community Development Block Grant from the

Virginia DHCD for the Uptown area and one from the City of Galax, Virginia, to

assist them in their application for a Community Development Block Grant
