<br />Cherry Street Neighborhood Improvement Project <br />City of Martinsville, Virginia <br />Executive Summary <br /> <br />The City of Martinsville identified the Cherry Street Neighborhood as a Priority 1 <br />Project for its 2007 Regional Comprehensive Economic Development Strategy. The <br />neighborhood is also listed as one of several neighborhoods proposed for revitalization <br />action as part of the City's 1998 Neighborhood Study, as suggested by the 1996 <br />Comprehensive Plan. <br /> <br />In 2005 the City received a Planning Grant to prepare for the submittal of a <br />Community Improvement .Grant (CIG) application to the Virginia Department of <br />Housing and Community Development (DHCD). Through this Planning Grant, a <br />management team was formed consisting of City staff, neighborhood residents and other <br />stakeholders; a project area was identified; neighborhood residents were surveyed and <br />invited to participate in the program; a needs assessment of the neighborhood was <br />conducted; and a proposed improvement program was developed to address those <br />identified needs. <br /> <br />The City is requesting $1,119,294 from DHCD to address the needs of the <br />neighborhood. The City has also committed $295,094 in capital funds to address all <br />infrastructure improvements in the project. Southside Outreach Group will develop 7 <br />affordable in fill-housing units in the neighborhood with $500,500 of its own funds. <br /> <br />The application and a Preliminary Engineering Report will be delivered to DHCD <br />on March 21, 2007. This'project will benefit 31 households (29 LMI 94%) consisting of <br />76 people (70 LMI 92%). <br /> <br />The following two pages are a summary of the identified needs m the <br />neighborhood and the proposed actions to address those-needs: <br />
