March 13, 2007

The Honorable James McHone
Town of Stuart
P.O. Box 422
Stuart, VA 24171

Dear Mayor McHone:

During its regularly scheduled meeting on March 13, 2007, Martinsville City Council,
acting in its capacity as the Martinsville Redevelopment and Housing Authority, considered your
request and acted as follows. This letter is an indication of the City of Martinsville
Redevelopment and Housing Authority's commitment to assist the Town of Stuart in the
implementation of a Redevelopment Plan for a legally designated area in Uptown Stuart. In
accordance with Title 36 of the Code of Virginia, the Authority would require authorization by
Resolution to exercise its powers within the jurisdiction of Stuart.

It is the Authority's understanding that actual administration of the Redevelopment Plan
activities would be carried out by the Town of Stuart staff as well as consultants and other
professionals procured by the Town. The Authority has been informed that a portion of the
Uptown Stuart revitalization area has been designated as the primary target area for the
redevelopment program. Specific program activities, including property acquisition and
disposition, will be subject to approval of a final Redevelopment Plan by the Martinsville
Redevelopment and Housing Authority and the Stuart Town Council. Based on discussions with
representatives of the Town, it is anticipated that the Uptown Stuart Redevelopment Plan will be
initiated over the next twenty-four (24) months, pending availability of funding through the
Virginia Community Development Block Grant (VCDBG) program.

The Martinsville Redevelopment and Housing Authority looks forward to the opportunity
of working with the Town of Stuart in addressing the redevelopment needs of its uptown
commercial area.

Sincerely,

Kimble Reynolds, Jr., Chairman
Martinsville Redevelopment and Housing
Authority
