<br />January 23, 2007 <br /> <br />the landfill is now closed, the City is proposing to replace the Landfill Tipping <br /> <br />Fee Refund with a Water Connection Fee Waiver for domestic and process <br /> <br />water service. The Mayor then opened the Public Hearing and a citizen in the <br /> <br />audience asked what would be the monetary value of the new incentive and <br /> <br />Ms. Underwood answered that it would depend on the size of the service <br /> <br />connection needed. <br /> <br />There being no more comments, the public hearing was <br /> <br />closed. <br /> <br />Council Member Ferrill made a motion to adopt the following <br /> <br />Resolution; the motion was duly seconded and carried by the following vote, <br /> <br />with all members voting: Vote 4-0 Yeas (4) - Reynolds, Clark, Ferrill, Lawson. <br /> <br />Nays (0) - None. Absent (1) - Anderson: <br /> <br />RESOLUTION <br /> <br />WHEREAS, the Commonwealth of Virginia has designated selected areas for economic growth and <br />revitalization under the Enterprise Zone program; and <br /> <br />WHEREAS, the Enterprise Zone designation continues to playa vital role in promoting the expansion of <br />existing firms as well as the location of new firms within Martinsville; and <br /> <br />WHEREAS, the Enterprise Zone incentives have significantly contributed to the City's marketing efforts <br />and helped create a number of jobs; and <br /> <br />WHEREAS, these efforts have helped offset the loss of jobs due to plant closures, downsizing, <br />modernization, global competition and economic downturns; and <br /> <br />WHEREAS, the City of Martinsville is applying for an Enterprise Zone Amendment jointly with Henry <br />County; and <br /> <br />WHEREAS, the City of Martinsville and Henry County have completed a Joint Application Agreement, <br />and <br /> <br />WHEREAS, the Enterprise Zone Amendment will allow for the deletion of one of the existing incentives <br />and the implementation of one new incentive; now therefore <br /> <br />BE IT RESOLVED, by the Council of the City of Martinsville, Virginia in regular session assembled <br />January 23, 2007 that it hereby authorizes the City Manager to submit all information needed to apply for <br />the Enterprise Zone Amendment and to continue carrying out all administrative and reporting <br />requirements on its behalf. <br />
