<br />January 23. 2007 <br /> <br />list, Council Member Ferrill made a motion to support the plan presented by <br /> <br />the City Manager and let him work through the regular budget process, but <br /> <br />there was no second. With the motion still on the floor, Council had further <br /> <br />discussion including a question from Council Member Lawson if postponing <br /> <br />any action would have an adverse affect and then Mayor Reynolds suggested <br /> <br />that Council delay any action until Council Member Anderson has an <br /> <br />opportunity to review and be present. City Attorney Monday suggested a <br /> <br />motion be made to delay enactment of action taken on December 21, 2006 <br /> <br /> <br />from January 1,2007 to February 13,2007. <br /> <br /> <br />Council Member Ferrill's original motion was then seconded and defeated <br /> <br /> <br />by the following vote, with all members voting: Vote 2-2. Yeas (2) - Clark, <br /> <br /> <br />Ferrill. Nays (2) - Reynolds, Lawson. Absent (1) - Anderson. <br /> <br /> <br />Council Member Lawson then made a motion to change the effective <br /> <br /> <br />date from the action taken on December 21, 2006 from January 1, 2007 to <br /> <br />February 13, 2007 and Council will reconsider those items at that time; the <br /> <br />motion was duly seconded. Council Member Ferrill then made an amendment <br /> <br />to the motion to postpone all items until February 13 except the capital items; <br /> <br />the amendment did not receive a second and was defeated. <br /> <br />Council Member Lawson asked if postponing the effective date of the <br /> <br /> <br />items until February 13 would free up capital expenditures and City Attorney <br /> <br /> <br />Monday indicated that it would. Council went back to the original motion and <br /> <br /> <br />it was carried by the following vote, with all members voting: Vote 3-1. Yeas (3) <br /> <br />- Reynolds, Clark, Lawson. Nays (1) - Ferrill. Absent (1) - Anderson. <br />
