<br />~4 <br /> <br />TUESDAY <br /> <br />JAlWARY 24. 1956 <br /> <br />(38) Notwithstanding any of the proVlslons of the Housing <br />Authorities Law (Sections 36.1, et seq., of the Code of Virginia, <br />as amended), the members of the Council of the City of Martinsville, <br />Virginia, during their respective terms of office as councilmen, <br />are authorized and empowered to act at the COITmussioners of the <br />Hartinsville Redevelopment and T-Iousing Authority, \.-lhenever the said <br />Council shall adopte a resolution declaring <br />(a) The need for an authorit~T to function in the City <br />of Martinsville, and <br />(b) The determination t:lG.t the members of the Council <br />of the City of Nartinsville shall act as the <br />Commissioners of the said .:\uthori ty. <br /> <br />Should the Council determint to act as ule Commissioners of the <br />Martinsville Redevelopment and Housing Authority as above provided, it <br />shall designate which of the Comnussioners shall be the Chairman of the <br />Authority, and four Commissioners shall constitute a quonun of the said <br />A~thority for the purpose of conducting its business and exercising its <br />powers and for all purposes, and action may be ta~en by the Authority <br />upon the vote of a majority of the Commissioners present, unless in <br />any case the by-laws of the Authority shall require a larger number. <br /> <br />The determination of the Council made hereunder and any determination <br />that may be made by the Authority as constituted hereunder shall be <br />effective without the prerequisite of an election being held to determine <br />the question as provided by the Eousi.'1g Authorities Law. <br /> <br />Nothing herein contained shall be construed to prevent the Council <br />and the Authority from otherwise proceeding under and in accordance <br />with the Housing Authorities La:"l. <br /> <br />An emergency exists and this Act shall be III force from its passage. <br /> <br />In discussing the proposed development of the City's airport property as a <br /> <br />lIPlanned Industrial District", Council received from. Eayor Hodnett a report <br /> <br />on a recent conference betHeen City officials a'ld the Henry County Board <br /> <br />of Supervisors, indicating that the SL'nervisors have the matter under <br /> <br />consideration and would soon state its position thereon. <br /> <br />A budget for the fiscal year ending June 30, 1957 for the City's 'ile1fare <br /> <br />Department, as recommended by the Department and approved by City Nanager <br /> <br />Mathewson, was approved in the total sum as fo11mfs: <br /> <br />Local Expenses <br />state Expenses <br />Federal Expenses <br />Total: <br /> <br />$10,188.81 <br />11,127.66 <br />~840.53 <br />$L1.7, 157 .00 <br />
