<br />40 <br /> <br />TUESDAY <br /> <br />NOVEMBER 22. 1955 <br /> <br />1. That Starling Avenue, in this vicinity, has reached the <br />saturation point from the standpoint of traffic and that <br />something should be done to prepare for the normal yearly <br />increase in traffic flow. <br /> <br />2. That the alleviation of the condition existing at the point <br />of the intersection of Starling Avenue and Church Street <br />would, in part, transfer the traffic problem to the down- <br />town area in that more cars moving thru the signal per <br />cycle at Starling and Church, than it presently allowed <br />would increase the number of cars waiting for a green <br />light on Church Street at Cleveland and then at each suc- <br />ceeding intersection until they reached their destination. <br /> <br />3. That the installation of the recommended belt l:ine around <br />the down-town area, including the extension of Chestnut <br />Street to enter Starling Avenue :in the block in question, <br />would have an unlmown effect on the flow of traffic on <br />Starling Avenue. <br /> <br />4. The association of this problem with out peripheral Street <br />idea might make possible the procurement of Federal aid <br />in widening if that is found to be necessary in subsequent <br />studies. <br /> <br />~'~ <br />~~ <br />~ <br /> <br />5. It is the Commission's understanding that the First Baptist <br />Church is making provisions for off-street parking an its <br />own property. <br /> <br />After careful consideration of the above conclusions, the Planning Commission <br />voted to recommend to Council that no major widening of Starling Avenue in <br />the block in question be undertaken at the present time, or until further <br />information is available on the effect of the extension of Chestnut Street <br />into Starling Avenue. <br /> <br />Because of certain problems that were pointed out in the analysis of the <br />traffic flow on Starling Avenue, Church Street and Mulberry Road, the Planning <br />Commission is going to attempt, at its next meeting, to make certain recommendations <br />to temporarily alleviate existing conditions until such time as a determination <br />is made with respect to our peripheral or belt line thoroughfare around the <br />busine ss area. <br /> <br />The Planning Commission respectfully submits the above recommendation for <br />Council's further consideration. <br /> <br />In conclusion, City Ywnager Mathewson presented (1) a report summarizing the City's <br />financial operations for the budget quarter ended September 30, 1955 and (2) a report <br /> <br />on the successful paving operation and season recently completed. <br /> <br />Council was adjtllUrned. <br /> <br />, <br /> <br /> <br />w.
