J. Bles) the writer of this letter; our Attorney, 1~. J. C. Wood; <br />our Superintendent, Mr. J. C. Jones; you as City Manager; your City Attorney, <br />Mr. W. F. Stone; your Director, Water and street Division, Mr. George Brmm; and <br />your Director of Viater, Electric and street Department, :Mr. Walker H. Graves; and <br />Mr. W. M. Johnson, Representative of Wiley and Wilson, your Consulting Engineering <br />F:irm. <br /> <br />We are opening this date the valves on the raw vrater pipe line covered by our <br />contract to deliver water to the City of Martins,rille filter plant from the <br />impounding reservoir on Beaver Creek constructed under a contract between my <br />Company and the City of Martinsville. This water vrill be delivered to the City <br />of Martinsville filter plant through the said pipe line as a means of testing <br />this pipe line until some fui:llre date when it is feasible to test this pipe line <br />under pressure and in accordance with the specifications, and after the line has <br />been subjected to operating pressure for a period of time, to assist in stabilizing <br />the joint compound in the pipe line. <br /> <br />At some future date to be determined we will then take this line out of service, <br />test this pipe line in accordance with the specifications and Ylotify the officials <br />of the City of M.artinsville, your Consulting Engineer and representatives of the <br />Lynchburg Foundry Company, which Company furnished the pipe for this line, and <br />after such due notice to said parties vre will then test this pipe line in the <br />presence of the parties stated above until this line meets the specifications. <br /> <br />In conducting this method of test and operation of the pipe line under normal <br />operating conditions we assume all responsibility for damage arising from the use <br />of the section of the pipe line covered by our contract and agree that all <br />provisions of the specifications and bond continue in full force until the pipe <br />line is tested and accepted by your Consulting I~ngineers as complying with the <br />requirements of the specifications.
