<br />~ <br />t.. <br /> <br />FRIDAY <br /> <br />DECEMBm 17, 199+ <br /> <br />Mr. I. M. Groves, President of the Piedmont Trust Bank, appeared before Council and <br /> <br />requested the rezoning to "business" of all the Spencer estate property located at <br /> <br />the corner of Church and Ellsworth Streets, which property was recently purchased <br /> <br />by the Piedmont Trust Bank as a site for its future banking headquarters. This <br /> <br />request was referred to the Planning Commission for its consideration and <br /> <br />recommendation. <br /> <br />,- <br /> <br />Members of Martinsville City School Board and School Superintendent M. L. Carper also <br /> <br />appeared before Council and outlined immediate needs for new school buildings in <br /> <br />Martinsville, the most pressing being a new high school building at Albert Harris <br /> <br />School and a three-room addition to the East Martinsville School. The School Board <br /> <br />requested Council's permission to employ an architect for the prupose of preparirg <br /> <br />I- <br />iI <br />I <br /> <br />plans for these two projects; however, in view of the fact that the School Board <br /> <br />anticipated the need for otrer new school buildings in the not-too-distant future, <br /> <br />Council requested the School Board first to submit total cost estimates in order <br /> <br />that Council might develop a plan for financing not only these projects but also <br /> <br />other needed construction projects before giving authorization to employ <br /> <br />architectural services. <br /> <br />In reviewing the public's reaction to the recent removal of the traffic light at <br /> <br />Broad and Brown Streets, Coumil concurred in City Manager Mathewson's findings <br /> <br />leading to the removal of said light, agreeing that such action, i.e., removing the <br /> <br />traffic light, had properly been handled as an administrative decision of the <br /> <br />City Manager. <br /> <br />,- <br />
