The owner of said franchise shall adopt such rules and regulations as <br />.~.ll insure the comfort and safety of' passengers, and to this end ma:y prohibit smoking <br />on vehicles, should such prohibition be deemed nece$sary for the safety and comfort of <br />. patrons. <br /> <br />Section 9.
