Teague were reappointed to membership on the City School Board for <br /> <br />three-year terms beginning July 1, 1954. <br /> <br />Council received through City Manager Mathewson the following summary of <br /> <br />an amendment to the 1954 Federal Housing Act relating to smoke elimination <br /> <br />and air-pollution prevention, as proposed by Senators Capehart and Kuchel: <br /> <br />1. Rapid tax amortization of air-pollution-control-facilities <br />constructed by industry to provide tax relief to build control <br />facilities when they are built in conformance with State and/or <br />local law. As written, the tax writeoff is authorized over a <br />period of 5 years. <br /> <br />m- <br />i~ <br />i <br /> <br />This provision, it is believed, will encourage industry to <br />install air pollution abatement equipment and assist those <br />communities with active programs. Such equipment is <br />frequently very costly and for the most part industry re- <br />covers nothing in the way of lower costs of operation. <br /> <br />2. A loan program by HHFA in cooperation with private <br />lending institutions is provided for bus:iness enterprises <br />shich :install air-pollution equipment when financial as- <br />sistance is not otherwise available on reasonable terms. <br />For the homeowner~ FHA loan insurance may be used for purposes <br />of home conversion and improvements which will aid smoke <br />abatement and air-pollution prevention. <br /> <br />-".-, <br /> <br />3. A program at teclmical research and study concerned with <br />(a) the cause of air pollution, (b) devices and methods for <br />the prevention or elimination of air pollution, and (c) <br />guidance and assistance to local communities in smoke abate- <br />ment and air-pollution prevention and control. <br /> <br />Council went on record as endorsing the rapid tax write-off provision, <br /> <br />instructing the Clerk to so advise Senator Capehart. <br /> <br />Upon motion, duly seconded and unanimously carried, the firm of J. Carl <br /> <br />Smith, CPA, was appo:inted to conduct the annual audit of the City's <br /> <br />records for the fiscal year ending June 30, 1954. In offering his <br />
