<br />l76 <br /> <br />TUESDAY <br /> <br />DF~EMBER 8. 1953 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, <br /> <br />Virginia, with Mayor R. S. Hodnett presiding, was held in the Council Chamber, <br /> <br />City Hall, Tuesday, December 8, 1953, at 7:30 o'clock P.M., all members, as <br /> <br />follows, being present: Mayor and Councilman R. S. Hodnett, and Councilmen <br /> <br />C. P. Craig, D. H. Goode, W. T. Turner, and J. R. Walker. <br /> <br />Minutes of the regular Council meeting held November 24, 1953, upon being <br />read, were approved. <br /> <br />As a result of correspondence between City Manager Mathewson and General <br />James A. Anderson, State Highway Conunissioner, representatives of the Virginia <br />Department of Highways (Mr. Frank Smith, Urban Engineer; Mr. Kenneth Wilkerson, <br />Traffic and Planning Engineer; and Mr. Frank Howard, Resident Fngineer) and <br />Mr. M. M. Rich, representative of Wilbur Smith & Associates, Traffic Consultants, <br />appeared before Council and presented thelr reconnnendations for the handling of <br />pedestrian traffic at the intersections of Starling Avenue and Fayette Street <br />with the new Route 220 Thoroughfare or Distribution Road. These recommendations <br />provided in general for pedestrian crosswalks and mid-street islands in conjunction <br />with traffic signals. Considerable opposition to these recommendations as related <br />to the Starling Avenue intersection was expressed by citizens present from the <br />Starling Avenue area; and, after some discussion, Council d~ferred action on the <br />matter pending further study by both the Council and the citizens. <br /> <br />In accordance with duly-advertised notice, Council conducted a Public Hearing <br /> <br /> <br />on a proposal to rezone from "A-l Residential~ to '~-l Business~ certain property <br /> <br /> <br />on the north side of Spruce Street Extended, after which Hearing-there being no <br /> <br />one present opposing the proposal--Gouncil adopted the following ordinance <br /> <br /> <br />amending the City's Zoning Code and effecting said rezoning: <br />
