14 TUES DAY SEPTEMBER 8, 1953 /'--.- The regular semi-monthly meeting of the Council of the City of Martinsville, Virginia, with Mayor R. S. Hodnett presiding, was held in the Council Chaniber, City Hall, on Tuesday, September 8, 1953, at 7:30 o'clock P.M., the following menibers being present: Mayor and Councilman R. S. Hodnett, and Councilmen C. P. Craig, W. T. Turner, and J. R. Walker. Councilman D. H. Goode was absent. Minutes of the regular Council meeting held August 25, 1953, upon being read, were /- approved. Before beginning its regular order of business, Council recognized Mr. Garrett Wells who renewed his request of August 25, 1953 for permission to connect to a water main served by the City outside the corporate limits; however, inasmuch as such a ~- .a i~ i connection, if allowed, would constitute a violation of the City's present policy governing outside connections, Council denied Mr. Wells I request. In response to a recent inquir,y of Council, Mr. Fred Forberg, Director of Appraisals and Mapping for the State Department of Taxation, advised Council that he would be glad to meet with Council at arw time after September 20, 1953 to discuss details of the forthcoming quadrennial reassessment program. Council, thereupon, scheduled "'.,- the afternoon of Septeniber 22, 1953 to meet with Mr. Forberg. No action was taken by Council on its proposed license tax study, pending additional information City Manager Mathewson expects to present in the near future. - Upon motion, duly seconded and unanimously carried, Council adopted the following ordinance, with emergency clause attached, regulating the outside storage of abandoned ice-boxes and refrigerators:
