1

TUESDAY

JUNE 9. 1953

,.'#~

is reconunended that the proposals be accepted and contracts awarded as
outlined above.

We have investigated the credit rating of M. J. Bles Construction
Company through bank connections, Dunn & Bradstreet, material suppliers and
the Washington Suburban Sanitary District for whom he has executed several
projects and we find that his credit standing is such as to justify the award
of contract to him and that the equipment owned by him and in his possession
appears adequate for the project. It will of course be necessary that if
this equipment is not available, other equipment will take its place and that
it must be maintained in satisfactory condition to perform the work as required.

..-.

We have no particular detail information as to the financial status of
Davis and Armentrout, but since they were given a bid bond and are expected to
be able to execute the performance bond in 100% of the contract we feel that
the City of Martinsville will be adequately protected and that the project can
be carried out by the contractors within the terms of the agreement and
specifications.

It appears that the work can be carried forward on a satisfactory schedule
in view of present material supply conditions and with agreeable weather
conditions expected to prevail during the construction season.

~~
it
~

We shall be pleased to have you advise us as soon as contracts are
awarded so that contracts can be drawn and contractors notified.

Yours very truly,
WILEY & WILSON, CONSULTING ENGINEERS
By: W.
