<br />8 <br /> <br />TUESDAY <br /> <br />MARCH 24. 1953 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, <br />Virginia, with Mayor R. S. Hodnett presiding, was held :in the Council Chamber, <br />Tuesday, March 24, 1953, at 7:30 P.M., all members, as follows, being present: <br /> <br />Hayor and Councilman R. S. Hodnett, and Councilmen C. P. Craig, D. H. Goode, <br /> <br />W. T. Turner, and J. R. Walker. <br /> <br />Minutes of the regular Council meeting held March 10, 195.3 and, also, of the <br /> <br />.- <br /> <br />special called Council meeting held March 13, 1953, upon being read, were <br /> <br />approved. <br /> <br />Council dispensed with its regular order of business at this point to hear <br /> <br />from }~. C. M. Hart, Sr., representing H. L. Young, sheet metal contractor, <br /> <br />with regard to the correct procedure in reporting gross receipts for license <br /> <br />~~g <br />'8\:\ <br />rr <br /> <br />i <br /> <br />taxation by firms, such as Mr. Young's, located outside the City's corporate <br /> <br />- limits but doing business in the City of Martinsville. <br /> <br />Council also received from Mr. William laPrade, a local citizen, the suggestion <br /> <br />that the City employ two Negro policemen for the West End section of the City. <br /> <br />This request was referred to City lI.anager Mathewson. <br /> <br />"- <br /> <br />Being officially :informed by Mr. Brooks R. Leavitt, duly-a.ppointed agent for <br /> <br />the City of Martinsville-Commonwealth of Virginia-Federal Government in the <br /> <br />matter of' obtaining purchase options for, and acquiring, property I':ight-of-way <br /> <br />needed for the proposed Route 220 Thoroughfare, that he has exhausted all means <br /> <br />- <br /> <br />within the limitations of his authority without being able to acquire certain <br /> <br />required property from the J. W. Cheshire Estate and the J. \01. Hairston Estate-- <br /> <br />there being some legal technicalities involved, Council unanimously adopted the <br /> <br />following resolution authorizing City Attorney Stone to bring condemnation <br /> <br />proceedings against these two estates for the acquisition of said required <br />
