'IUESDA Y JANUARY 13. 1953 -- Mr. P. S. lfurphy, 110 College Street, this City, again appeared before Council and complained of the apparent unsatisfactory sewerage facilities on College Street; however, in response to the Council1s sUGgestion, lir. Hurphy agreed to effect certain recommendations submitted by the Department of Public Horks which, it was thought, would alleviate the conditions of which hE! complained. ,- In response to a request from Lacy Hanufacturing Company for a larger i-later line, CODncil reiterated its long-standing policy in s~L1ch matters and, also, pointed out the lac..1{ of available funds for such work even were the policy itself not established. ~- i~ v> ~ Appropriate recognition was taken by the Council of the successful efforts of both the local paid and volunteer fire companies in their 1952 fire prevention progran in which they were awarded first place among all Cities in Virginia, third place among all Cities throughout the United States within 11artinsville's class (under 25,000 population) and twelfth place among all Cities of all classes throughout the United States. Having been advised that the Appalachian Electric Pm..rer Company has been granted a rate increase by the State Corporation Conrraission effective Februar~y 1, 1953, - the Council appointed a Special Committee (composed of Councilmen J. R. Halker and D. ;1. Goode, City Hanager Nathe..Json, and Utilities Director I-f. F.
