<br />WHEREAS, some se'\lera1 years ago the Council of the City of <br />Martinsvil1e indicated a desire to the Department of P~ghways <br />of the Commonwealth of Virginia to have said Department of <br />Highways examine a proposal to construct (with Federa1-State- <br />wca1 financial aid) a by-pass or thoroughfare around or <br />through the western and southern part of Martinsvi1le, con- <br />necting Route 220 North with Route 220 South; and <br /> <br /> ,..........--, <br />'" <br />III <br />'" <br />'" <br />'" <br />... <br />:;; <br />~ <br />0 <br />... <br />il <br />~ <br />0- <br />~ <br />~ <br />j <br />.9 <br />~ <br />~ <br />0 <br />-" <br />'" <br />" M <br />d <br />~ 8'Q <br />~ ~r. <br />'" <br />" i <br />iil <br />;..; <br />Z <br />~ <br />" <br />~ <br />~ <br />0 <br />~ <br />.1 <br />~ <br />u <br />" <br />g <br />;;; <br />u <br />" <br />~ <br />..-. <br /> <br />WHEREAS, said Department of Highways not only examined said <br />proposal but also presented its findings which subsequently <br />resulted in the locating of a suitable route as well as in <br />the preparing by the Dep:trtment of Highways of plans (of said <br />route and thoroughfare) which have been accepted by said <br />Council; and <br /> <br />WHEREAS, the said Council and the said Department of Highways, <br />having agreed as to the method of financing such a pro ject, <br />viz., seventy-five per cent of the cost to be borne by the <br />Federal and State agencies involved and twenty-five per cent <br />by the City of Martinsvi11e, proceeded further towards the <br />realization of said thoroughfare project by appointing an <br />agent to obtain mutually-satisfactory purchase options on <br />property required for right-of-way purposes; now, therefore, <br /> <br />BE IT RESOLVED by the Council of the City of Martinsv111e, <br />Virginia, in regular meeting assembled this ninth day of <br />December, 1952, in response to an inqu~r from the Department <br />of Highwa~Ts of the Commonwealth of Virginia, that it doth <br />herein pledge and agree to share in the cost of said thorough- <br />fare project on the basis hereinabove set forth, ige., <br />twenty-five per cent of the total cost (which total cost is <br />estimated not to exceed $862,500.00) to be borne by the City <br />of VJBrtinsvil1e, with approval herein also being given by <br />said C01IDCi1 to said Dep:trtment of Highways to proceed with <br />actual construction of the thoroughfare as soon as necessary <br />right-of-way is purchased; and <br /> <br />DE IT FURTHER RESOLVED by said Council in meeting mentioned <br />above that it doth herein authorize and instruct the aforesaid <br />agent to submit forthwith in writing and by legal notice to <br />property owners concerned, from whom purchase options have not <br />already been obtained, the prioe which the City of Mart:1.nsville, <br />the Virginia Department of Highways, and the Federal Government <br />all deem fair and offer to pay for the respective properties; and <br /> <br />- <br /> <br />BE IT FURTHER RESOLVED that copies of this resolution be filed <br />wi th tho Department of Highways of the Commonweal th of Virginia <br />at Richmond, Virginia; with Mr. Brooks Leavitt, thoroughfare <br />purchase option agent for the City of Martinsville and for the <br />Department of Highways; with the local press and radio; and <br />with such other agencies and/or persons as might require copies <br />of this resolution. <br />
