<br />22 <br /> <br />TUESDAY AUGUST 26, 1952 <br /> <br />hearing on September 23, 1952. The Council, upon recommendation of City <br /> <br />Manager Mathewson, and upon motion (duly seconded and unanimously cal~ried), <br /> <br />went on r ecor d as endorsing said proposal. <br /> <br />Council next received a report from the Sanitation Officer of the Hel1l'Y <br /> <br />County-Martinsville Joint Health Unit in which was noted the marw improvements <br /> <br />in local sanitary conditions effected by said Officer durirg recent weeks. <br /> <br />Through City ManaGer Mat1l.ewson, Council then received a report which revealed <br /> <br />that in one recent resurfacing project (Old Dauville Road) completed by City <br /> <br />forces the cost per ton has been considerable less than is estimated it would <br /> <br />have been had the Ci~y let such work out to contract. <br /> <br />In a final action, COllilCil took note of the fact that the meeting covered herein <br /> <br />by these minutes completed t.1J.e term of office of Councilman R. S. Brown, Jr., and <br /> <br />not only extended its best wishes to Mr. Brown but also expt'essed its deep regret <br /> <br />that Mr. Brown's term has ended. Furiliernore, Council expt'essed its sincere <br /> <br />appreciation to Councilman 3rown for the ::mny valuable services rendered by him <br /> <br />as Councilman, and, too, went on record as adopting the following resolution <br /> <br />in his honor: <br /> <br />vVHEREAS, the term of office as Councilman of the City of Martinsville, <br />held by Councilman Rives S. Bro~~, Jr., officially ends on August <br />31, 1952; and <br /> <br />WHEREAS, Councilman Brown, having been duly elected to and havirg <br />served for two successive two-year terms beginning September 1, 1948; <br />and <br /> <br />W}IEREAS, in the diSCharging of his duties as CounCilman, and in being <br />the very capable busiressman that he is, Councilman Brown has not only <br /> <br />,,-,. --""'-'--....._,-.-......~"-,._.._.,--~._._-~,.,.,. <br />
