<br />1 p, <br />.J, clo <br /> <br />January 9, 2007 <br /> <br />Following Mr. Collins' presentation, Council Member Lawson made a <br /> <br />motion to rescind the personnel cuts of $800,000 in the list that was approved <br /> <br />by Council at the December 21, 2006 meeting and the motion was seconded by <br /> <br />Council Member Ferrill. <br /> <br />After a presentation by Council Member Anderson on how a budget <br /> <br />works, Council Member Lawson re-clarified her original motion. Council <br /> <br />Member Ferrill asked to amend her motion to rescind the entire action taken <br /> <br />on December 21, 2006 and to use Mr. Collins' alternate plan as a foundation to <br /> <br />work on addressing the budget short fall. After further discussion, Council <br /> <br />Member Lawson restated her motion to rescind only the personnel cuts of <br /> <br />$800,000 in the list that was approved by Council at the December 21, 2006 <br /> <br />meeting and the motion was seconded by Mayor Reynolds. Council Member <br /> <br />Ferrill then withdrew his comments concerning an amendment. The Mayor <br /> <br />called for the vote on the motion on the floor and it was carried by the following <br /> <br />vote, with all members voting: Vote 4-1. Yeas (4) -Reynolds, Clark, Ferrill, <br /> <br />Lawson. Nays (1) - Anderson. <br /> <br />Mayor Reynolds then clarified that all items on the Expense Reduction <br /> <br />list approved by Council on December 21, 2006 (except personnel) were still in <br /> <br />effect on the dates indicated. After further questions and discussion, the <br /> <br />Mayor mentioned that some of the capital expenditure items frozen until July <br /> <br />1, 2007 would cause some problems and that some items are already <br /> <br />committed to. The City Manager was directed to bring back a list of the capital <br />
