<br />J ,n <br />. ~L) . <br /> <br />January 9,2007 <br /> <br />A regular work session of the Council of the City of Martinsville, Virginia, <br /> <br />was held on January 9, 2007, in Council Chamber, Municipal Building, <br /> <br />beginning at 4:00 P. M., with Mayor Kimble Reynolds presiding. Council <br /> <br />Members present included: Kimble Reynolds, Jr., Mayor, James W. Clark, Vice <br /> <br />Mayor and Council Members Mark T. Anderson, J. Ronald Ferrill and Kathy C. <br /> <br />Lawson. Mayor Reynolds opened the meeting. <br /> <br />After comments by City Manager Collins, Council Member Lawson made <br /> <br />a motion to adopt Ordinance 2006-13 (Attachment A) relative to tax <br /> <br />exemptions, on second reading; the motion was duly seconded and carried by <br /> <br />the following roll call vote, with all members voting: Vote 5-0. Yeas (5) - <br /> <br />Reynolds, Clark, Anderson, Ferrill, Lawson. Nays (0) - None. <br /> <br />Council next considered clarification and reconsideration of action taken <br /> <br />at their Special Council meeting on December 21, 2006 relative to budget cuts <br /> <br />for the FY07 and FY08 budgets including a presentation by City Manager of an <br /> <br />alternate Plan of Action for financial recovery. The Mayor then called on the <br /> <br />Mr. Collins to make his presentation. <br /> <br />_. <br /> <br />Mr. Collins indicated that several Council members had asked him to <br /> <br />prepare an alternate plan to address the budget short fall of $2,300,000. He <br /> <br />then gave his presentation, which included new growth in revenues, one-time <br /> <br />expenses, operational and outside organization reductions, new revenues and <br /> <br />additional action steps. <br />
