.,............

10

November 28, 2006

as 31(2) H/17R. 17S, 3R, 18 from R-6 Residential to C-3 Commercial. After

Wayne Knox, Director of Community Development, gave a brief overview, the

Mayor opened the Public Hearing. Alexis Lee of 127 Sellers Street, Gloria

Hylton of 402 Second Street, J. B. Travis of 401 Fifth Street, Jean Wilson of

627 Fayette Street, Sidney Lee of 127 Sellers Street and Clarence Butler of 124

Sellers Street all expressed their concerns about what type of business might

locate on this property as well as problems with traffic and were against the

rezomng. Earl Lawrence, property owner, indicated that because this property

is in a high traffic area that it fits for commercial use. There being no more

comments, the public hearing was closed.

Council members made comments indicating that because of prIor

experiences in this community with convenience stores, they would like for the

rezoning to be considered after Mr. Lawrence has a potential buyer who will

indicate the type of business they would put there. Vice Mayor Clark made a

motion for the issue to be tabled; the motion was duly seconded and carried by

the following vote, with all members voting: Vote 4-1. Yeas (4) - Clark,
Anderson, Ferrill, Lawson. Nays (1) - Reynolds.

Council considered adoption of a Resolution designating the Uptown area

as shown on Census Tract #3 as a revitalization area. The Resolution will allow

property owners the opportunity for VHDA financing of mixed-use, commercial-

residential projects in the City. This item was discussed in detail at Council's

work session, but was tabled in order to get additional information. Tiffani
