<br />10 <br /> <br />November 28, 2006 <br /> <br />Mayor Reynolds read over the list of Council's goals and initiatives for <br /> <br /> <br />2006-2007 and matched them up with a category in Council's Vision for 2025. <br /> <br /> <br />He directed the Clerk to combine both into one document and distribute copies <br />to Council. <br /> <br />Mayor Reynolds welcomed Delegate Ward Armstrong to the <br /> <br />meeting and after brief comments he addressed questions posed by Council. <br /> <br />Key issues discussed were transportation, fully funding education needs to <br /> <br />include funds for capital improvements, recruiting and retaining teachers, New <br /> <br />College Institute, HB599 funds, public transportation, the Governor's <br /> <br />Opportunity Fund and annexation. Council Member Anderson asked Delegate <br /> <br />Armstrong what his priorities are and he indicated his concern about the <br /> <br />election process and there being no adequate paper trail. Also, continued <br /> <br />funding for the New College Institute, funding for primary and secondary <br /> <br />education, particularly for capital needs. <br /> <br />Mayor Reynolds welcomed Forrest M. Landon, Executive Director of the <br /> <br />Virginia Coalition for Open Government, who gave a 20-minute presentation on <br /> <br />the topic of "Open Government - good policy, good politics." <br /> <br />Council next considered conducting a public hearing and considering <br /> <br /> <br />adoption, on first reading, of an Ordinance to rezone 707, 709 and 711 Fayette <br /> <br /> <br />Street and 100 Sellers Street, known on the Tax Map of the City of Martinsville <br />
