That the request constitutes commercial use spot zoning in what is presently a residential district. The Planning Commission considers spot zoning of a commercial nature to be detrimental to residential properties within the general vicinity of such zoning and thus has, in the past, refrained from recommending such zoning unless there was a relation between the property then in question and properties either immediately adjacent to or directly across the street. ..- We respectfully submit the above recommendation for Council's further consideration. Council took no action other than to continue the matter until April 14, 1959 at the request of counsel for the petitioner. After receiving a compilation of local business and professional gross receipts reported and assessments collected far each of the past several license tax years, Council continued for further study the suggestion of reducing or abolishing local license taxes on manufacturing firms, requesting that information be obtained from other Virginia cities as to how they have been able to reduce such taxes. Council concurred with City Manager Hirst that local business representatives be invited to comment or present their respective opinions pertaining to local business license taxation.
