<br />4: <br /> <br />TUESDAY <br /> <br />lIMCH 24. 1959 <br /> <br />3. That the location of the property in question bears no relation <br />to other business areas of the City. <br /> <br />4. That the request constitutes commercial use spot zoning in what <br />is presently a residential district. <br /> <br />The Planning Commission considers spot zoning of a commercial nature <br />to be detrimental to residential properties within the general <br />vicinity of such zoning and thus has, in the past, refrained from <br />recommending such zoning unless there was a relation between the <br />property then in question and properties either immediately adjacent <br />to or directly across the street. <br /> <br />..- <br /> <br />We respectfully submit the above recommendation for Council's <br />further consideration. <br /> <br />Council took no action other than to continue the matter until April 14, 1959 <br /> <br />at the request of counsel for the petitioner. <br /> <br />After receiving a compilation of local business and professional gross receipts <br /> <br /> <br />reported and assessments collected far each of the past several license tax years, <br /> <br />Council continued for further study the suggestion of reducing or abolishing <br /> <br />local license taxes on manufacturing firms, requesting that information be obtained <br /> <br />from other Virginia cities as to how they have been able to reduce such taxes. <br /> <br />Council concurred with City Manager Hirst that local business representatives be <br /> <br />invited to comment or present their respective opinions pertaining to local <br /> <br />business license taxation. <br /> <br />Upon motion, duly seconded and unanimously carried, Council approved for presentation <br /> <br />to the State Department of Welfare and Institutions the budget proposed for 1959-60 <br /> <br />for the local Welfare Department, as revised, showing estimated requirements as <br /> <br />follows: <br /> <br />- <br /> <br />APPORTIONMENT OF FUNm REQUIRED <br />Federal State Local Total <br /> <br />Assistances <br />Administrative: <br />Personal Services <br />other <br /> <br />$36,902.19 $13,733.56 <br /> <br />$ 9,407.25 $60,043.00 <br /> <br />2,318.40 <br />425.60 <br /> <br />1,821.60 <br />334.40 <br /> <br />4,140.00 <br />760.00 <br /> <br />8,280.00 <br />1.520.00 <br /> <br />$39,646.19 $15,889.56 <br /> <br />$14,307.25 $69,843.00 <br /> <br />TOTALS: <br />
