John Redd Smith appeared before Council, stating that he appeared only as <br /> <br />a private citizen protesting agaj_nst the failure so far of Council to release <br /> <br />to the public facts concerning the Police Department investigation reported on <br /> <br />by City Manager Hirst on December 23, 1958. Stating that he was of the opinion <br /> <br />that rele2se of the information vWllld successf-:"ll1y combC'.t the dangerous rll..'1lors <br /> <br />noVi being circulated, Hr. Smith indicated that he felt it was the Council's <br /> <br />responsibility to the people to release the information. Commonwealth's <br /> <br />Attorney John J. Hartley stated that he vras confident the action taken by City <br /> <br />Manager Hirst as a result of the investigation vras entirely proper and justified <br /> <br />and that there is nothing to hide from the public concerning the investigation. <br /> <br />IiII'. Warren J. Watrous spoke in behalf of the course followed by Council and the <br /> <br />Iianager with respect to withholding the details, pointj_ng out that not one of <br /> <br />the Police.
