<br />3: <br /> <br />TUESDAY <br /> <br />DECElfBER 16, 1958 <br /> <br />,;.,-' <br /> <br />The regular semi-monthly meeting of the Council of the City of Martirnville, Virginia, <br /> <br />postponed from its regularly-scheduled meeting date of December 9, 1958, was held in <br /> <br />the Council Chamber, City Hall, with Mayor John W. Shultz presiding, on Tuesday, <br /> <br />December 16, 1958, at 7:30 P.M., all members being present, viz., Mayor and. Coun:::ilman <br /> <br />John VI. Shultz; Vice-llayor and Councilman E. E. stone; and Councilmen Rives S. Brovm, <br /> <br />Jr., Thomas J. Burch, and Clarence C. Donavant. <br /> <br />/-' <br /> <br />After the invocation, Council approved as read the minutes of its regular meeting held <br /> <br />November 25, 1958. <br /> <br />COtUlcil confirmed its recent informal action whereby it instructed the City Manager <br /> <br />to have parking meters installed around Henry County Courthouse pr'operty on Franklin, <br /> <br />m",.,.. <br />Ii] <br /> <br />Main, and Jones Streets and, further, by a recorded and. unanimous vote appropriated <br /> <br />from its General Fund Emergency Account the sum of $784.00 to finance the cost of the <br /> <br />fourteen meters installed. <br /> <br />Council authorized City Manager Eirst and City Attorney Taylor to negotiate a lease <br /> <br />agreerrent or contract with the D. H. Pannill Estate for t."1.e development by the City <br /> <br />of an off-street metered parking lot on Pannill Estate pr'operty located on Depot <br /> <br />Street between Ford and Franklin Streets, in accordance with terms and conditions <br /> <br />already mutually agreed upon, effective January 1, 1959. Council was informed that <br /> <br />with the permission of the Pannill Estate the City has beClm grading of a portion <br /> <br />of the property to be used without meters until January 1,19.59. Council was also <br /> <br />informed that $3,500.00 will be required to convert the property into a metered <br /> <br />parking lot, with an additional $1,000.00 as partial payment on sixty-four parking <br /> <br />meters to be installed, towards which cost the D.
