<br />3~ <br /> <br />TUESDAY <br /> <br />No~.mER 25. 1958 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, <br /> <br />Virginia, with l~yor John W. Shultz presiding, was held in the Council Chamber, <br /> <br />City Hall, Tuesday, November 25, 1958, at 7:30 P.M., with all members being <br /> <br />present, viz., Mayor and Councilman John W. Shultz; Vice-~hyor and Councilman <br /> <br />E. E. Stone; and Councilmen Rives S. Brovm, Jr., Thomas J. Burch, and <br /> <br />Clarence C. Donavant. <br /> <br />After the invocation, Council approved as read the minutes of its regular meetirg <br /> <br />held November 11, 1958. <br /> <br />After receiving and discussing the following two reports submitted by the Citizens <br /> <br />Parking Corrnnittee (Hr. Leon Globman, Chairman), Council indicated that it will <br /> <br />~~r?~ <br />','.':5,~ <br />\)~~ <br />I:I~ <br />I..k~- <br /> <br />consider the recommendations included in the reports and will attempt to take some <br /> <br />action thereon at its next Council meeting: <br /> <br />Your parking committee hereby requests changes in its recommendations <br />as previously submitted in order to achieve the following objectives: <br /> <br />1. To equalize rates between privately and publicly operated lots <br />to encourage further development of parking by private operators. <br /> <br />2. To increase revenues from parking meters in order to establish <br />a fund for further development and/or acquisition of additional <br />parking facilities by our municipality. <br /> <br />Said recommendations are as follows: <br /> <br />1. Increase all parking meter rates on all on-street and off-street <br />spaces from 5i for 60 minutes to 5i for 30 minutes or 10i per <br />hour except the 12 minute meters--a recommendation concerning <br />the latter will be for the coming at a later date. <br /> <br />2. A yearly sum of $20,000 be allocated for development and/or <br />acquisition of parking facilities to be municipally-operated <br />for the current fiscal year, a proportionate sum be allocated <br />depending on the date said rate change is made effective. <br /> <br />The above recommendations have been submitted to and recommended <br />for your consideration by the Board of Directors of the Retail <br />Merchants Association and mJ a called meeting of the total <br />membership. <br />
