<br />374 <br /> <br />TUESDAY <br /> <br />NOVEJ'JffiER 11, 1958 <br /> <br />The group recognized that the septic tank arrangement does not cons titute <br />an ideal disposal plan and should be considered only as a temporary <br />arrangement. The tank would be designed to acco:rmn.odate the school plus <br />a population equivalent to approximately 275 persons. This limitation <br />on use, plus the fact that the tank is not complete treatment, renders <br />necessary the recommenclation that Council consider the inclusion of funds <br />in the 1959-60 budget and the 1960-61 budget, if the latter be necessary, <br />to extend the line onto Smith River and if possible to the treatment <br />plant site. The City should maintain observation over the tank arrange- <br />rrent to be certain as it is used that a nusiance is not created. Plans <br />should be made and funds allocated far- extension of the line before an <br />overload situation actually develops. <br /> <br />A special committee appointed to confer with a conunittee from the Henry County <br /> <br />Board of Supervisar-s repar-ted that (1) both committees are in agreement with <br /> <br />respect to the installa.tion of parking meters around the Courthouse property, <br /> <br />and (2) that the requested rental of $2,400.00 per year for use by the City <br /> <br />of the Courthouse building is not unreasonable, whereupon Council authorized <br /> <br />the payment of said rental beginning January 1, 1959 and appropriated necessary <br /> <br />funds (one-half of $1,500.00 required for remainder of budget year to supplement <br /> <br />current appropriation of $900.00) from the General Fund's Emergency Account to <br /> <br />make the increased payment due January 1, 1959, the appropriation transfer being <br /> <br />by a recar ded and unanii110uS vote. <br /> <br />After discussing conditions relating to the development of an off-street parking <br /> <br />lot on the Pannill property nar-thea.st of the lIPublic Square", Council requested <br /> <br />the Citizens Parki~ Con'JUittee to submit its recoJJ1IOOndations thereon at Council's <br /> <br />next regular meeting. <br /> <br />Mr. William Grinus, Jr., on behalf of residents of Maplewood Court, requested <br /> <br />Council to approve an amended petition of these residents which would permit the <br /> <br />construction of curb-and-gutter on Maplewood Court up to (east) but not including <br /> <br />lots frontirg on Mulberry Hoad. Council was reminded that approval of such an <br />
