<br />3~ <br /> <br />TUESDAY <br /> <br />NOVEMBER 11, 1958 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, <br /> <br />Virginia, with Mayor John W. Shultz presiding, was held in the Council Chamber, <br /> <br />City Hall, Tuesday, November 11, 1958, at 7:30 P.M., all members being present <br /> <br />with the exception of CounciJ.man R. S. Brown, Jr., viz., Mayor and Councilman <br /> <br />John W. Shultz; Vice-Mayor and Councilman E. E. Stone; and Councilmen Thomas J. <br /> <br />Burch and Clarence C. Donavant. <br /> <br />After the invocation, Council approved as read the minutes of its regular meeting <br /> <br />held October 28, 1958. <br /> <br />A special conunittee authorized by Council and appointed by Mayor Shultz October <br /> <br />28, 1958, to study and report ways and mearn of providing sewer service far the <br /> <br />~~~ <br />..~c <br />c:>,~ <br />j. <br /> <br />new Druid Hills Elementary School on Indian Trail, submitted a report which <br /> <br />included the following recommendations as accepted by the Courx:; il: <br /> <br />The City should generally proceed with a plan whereby a main sewer line <br />would be constructed commencing at the Druid Hills School and extending <br />generally parallel to Indian Trail, per plans of Wiley & Wilson, to a <br />point below and beyond the Lanier Lake Dam where a septic tank would be <br />constructed. This tank would provide primary settlement Vii th the <br />effluent being discharged temporarily into the adjacent creek and thence <br />into MuJberry Creek and onto Smith River. <br /> <br />City officials should negotiate with property mmers concerned to <br />ascertain their willingness to make available both right-of-way and a <br />location far the temporary septic tank. <br /> <br />The estimated cost of the line from the school to the tank site would <br />be approximately $42,688.96 plus an estimated $2,400 for the septic tank <br />or a total of $45,088.96. The School Board would assign, as it has <br />offered to do, the $D ,198.00 to the City as a matching share in the cost <br />of the construction of this lihe. City Council yrould assign the remaining <br />$31,890.96 as the City's share in providing this line and tank for service <br />use by the school. <br /> <br />Properties adjacent to the pr oposed Indian Trail line would be permitted <br />to connect onto the line; however, in view of the limited availability of <br />sewer line construction funds and due to the necessity for outfall <br />construction in various areas of the City, the City would not be able to <br />participate in the cost of any connector lines in this area for seVeral <br />years unless there would in the meantime be available bond issue funds. <br />
