<br />54 <br /> <br />TUESDAY <br /> <br />AUGUST 26. 1958 <br /> <br />where the photographers' operations come under "interstate commerce" <br /> <br />provisions license taxation is invalid. <br /> <br />City Manager Hirst, through questionnaire form, inquired of Council its <br /> <br /> <br />wishes pertaining to ordinances or proposed ordinances and amendments <br /> <br /> <br />regulating the keeping of livestock and other animals in the city. Upon <br /> <br /> <br />completion of the questionnaires Mr. Hirst indicated that he will prepare <br /> <br /> <br />ordinances or amendments for Council's consideration. <br /> <br />After receiving from City Manager Hirst a progress report on the study of <br /> <br /> <br />the need of establishing a regional juvenile detention home to serve <br /> <br /> <br />governmental units of a portion of southwest Virginia, Council authorized <br /> <br /> <br />Mayor Shultz to appoint or designate a council member to represent the City <br /> <br /> <br />and serve on a study group now being organized or reorganized. <br /> <br />Mr. Thomas R. Carter, of 817 Starling Avenue, appeared before Council and <br /> <br /> <br />complained of his water utility bill rendered August 16th for his trailer <br /> <br /> <br />court at 903 Bob Gregory street. Facts brought forth revealed that because <br /> <br /> <br />of certain conditions he was billed on an estimated basis for the months <br /> <br /> <br />of June and July and that the August bill represented actual consumption <br /> <br /> <br />from a true reading which adjusted the under-estimations for June and July. <br /> <br /> <br />No action was taken by Council other than to ask for a checking into the <br /> <br /> <br />matter; however, Council discussed at length procedures currently followed <br /> <br />in answering complaints as well as procedures followed in the water meter <br /> <br />testing-repairing program and the meter reading activities, after which <br /> <br /> <br />discussion Council requested cost figures which would provide an accelerated <br /> <br /> <br />meter-repair program. <br />
