<br />2 <br /> <br />TUE.SDAY <br /> <br />-- <br /> <br />MARCH 11, 1958 <br /> <br />BE IT ORDAINED b-.f the Council of the City of Martinsville, Virginia, in regular <br />meeting assembled this eleventh day of March, 1958, that Section 10-27 of <br />Chapter 10 of the Code of the City of Martinsville, Virginia enacted July 23, <br />1957 as the Code of the City of Martinsville, Virginia 1956, said Chapter 10 <br />titled "Offenses -- 1'Iiscellaneous", S,:ction 10-27 thereof titled "Poolrooms", <br />be amended and re-enacted to read as follows: <br /> <br />Section 10-27. Poolrooms -- It shall be unlawful to operate a poolroom or <br />billiard room in the City of Martinsville except in compliance with the <br />following provisions and regulations: <br /> <br />No person or corporation shall onerate a public poolroom or billiard room <br />within the Citgr of Martinsville unless the sane shall be located on the <br />ground or street level floor of said bUilding. Said builciing shall have a <br />street level entrance, the front of which shall contain transparent glass <br />windows or glass in the doors so that a view. of the entire poolroom area <br />may be visible to a person five-feet-eight-inches tall standing on the <br />sidewalk immediatel:r in front of said building, and no curtain or partial <br />partition shall be so arranged in the room where pool or billiards are <br />played so as to obscure a clear and unobstructed vision of the area of the <br />room to a person standing at the entrance of said premises. Pool or <br />billiards shall no~ be all~led by the operator of said premises to be <br />played therein between the hours of 11:30 p.m., and 6:00 a.m., or at any <br />time on Sunday. <br /> <br />~."'..' <br />. ~, <br /> <br />~ <br /> <br />~Jo operator of any said poolroom or billiard room shall allow minors under <br />eighteen (18) years of age to participate in any c&~es in said establishment <br />or to loiter, lounge or frequent said establishment unless the minor is <br />accompanied by his parent or guardian or unless the operator has on file in <br />. said premises the signed v~itten consent of either parent or guardian of <br />said minor pe nni tting s aid minor to frequent and play pool in s aid premises, <br />which said consent shall s tate the naIOO and address of the parent or <br />guardian and the minor, setting forth the birth dBte of the minor, the <br />premises to which the consent applies and an.,v limitations on said consent, <br />and provided further that such wirtten consent shall be ':ept and made avail- <br />able by the oper2tor of said premises to any member of the Police IEpartment <br />of the City of l1artinsville at aqy time upon derrand of said police officer. <br />Artr )erson, firm or corporation vrho violates any provision of th:is ordinance <br />shall be guilty of a misdemeanor and upon conviction shall be fined not less <br />than ?ive Dollars ($5.00) nor more than Five Hundred Dollars ($500.00) for <br />each offense. <br /> <br />If the offense violates the provision regarding the floor or s tory upon which the <br />poolroom or billiard room is located, each day the violation continued shall <br />const:. tute a separate offense. <br /> <br />An emergency eXisting, this ordinance shall be in force from date of passage. <br />
