<br />2~ <br /> <br />TUESDAY <br /> <br />FEBFtUARY 25. 1958 <br /> <br />_. <br /> <br />Council took no action on the Tax Study Advisory Group's study report <br /> <br />of 1955, pertaining to local business and occupational license taxation, <br /> <br />rrut continued this matter on next meeting's agenda for consideration. <br /> <br />Council also continued until its next regular meeting a requested <br /> <br />amending and/or revision of Section 10-27 of the City Code relating to <br /> <br />restrictions upon rr~nors in connection with local pool rooms; however, <br /> <br />Council placed upon first reading the following suggested ordinance <br /> <br />revising said Section 10-27: <br /> <br />BE IT ormAINED by the Council of the City of Yartinsville, <br />Virginia in regular meeting assembled, tr~t Section 10-27 of <br />Chapter 10 of the Code of the City of Hs.rtinsville, Virginia <br />enacted July 23, 1957 as the Code of the City of t~tinsville, <br />Virginia 1956, said Chapter 10 titled "Offenses -- l<'iscellaneous," <br />Section 10-27 thereof titled "Poolrooms", be aHended and re-enacted <br />to read as follows: <br /> <br />m-'-' <br />'.."". <br />~~ <br /> <br />.~ <br /> <br />Section 10-27. Poolrooms -- It shall be unlawful to operate a <br />poolroom or billiard room in the City of hartinsville except in <br />compliance with the following provisions and regulations: <br /> <br />No person or corporation shall operate a public poolroom or <br />billiard room wi thin the City of t.JB.rtinsville unless the same <br />sball be located on the ground or street level floor of said <br />building. Said building shall have a street level entrance, the <br />front of which shall contain transparent glass \.JindovTS or glass <br />in the doors so that a view of the entire poolroom area may be <br />visible to a person five-feet-eigbt-inches tall standing on the <br />sidewalk irmrrediately in front of said building, and no curtain <br />or partial partition shall be so arTanged in the room where pool <br />or billiards are played so as to obscure a clear and unobstructed <br />vision of' the areEl:.._gf..._tll,~.._:r:().o.~Lt-o .~. p_e:r:~<>'!f .sJ'3:j.tlgi.!lK.g1;...th~_~J),t;ta+f9~....,_".~ <br />of said premises/to be played therein between the hours of 11:30 P.~i., . <br />and 6:00 A.M., or at any time on Sunday. <br /> <br />Pool or billiards <br />sLs..ll "'ot be aIle <br />by tl"e operator c <br />said Dre"'1:i.ses <br /> <br />.- <br /> <br />No operator of any said poolroom or billiard room shall allow minors <br />under eigbteen (18) years of age to participate in any games in said <br />establisml~nt or to loiter, lounge or frequent said establishment <br />unles~; the minor is accompanied by his parent or guardian or unless <br />the onerator has on file in said premises the signed written consent <br />of either parent or guardian of said minor permitting said minor to <br />frequent and play pool in said prenrises, which said consent shall state <br />the name and address of the parent or guardian and the minor, setting <br />fortb the birth date of the minor, the premises to which the consent <br />applies and any lindtations on said consent, and provided f\u~ther that <br />such written consent shall be kept and made available by the operator <br />of said premises to any member of the Police Department of the City <br />of lhrtinsville at any time upon deI:1E.nd of said police officer.
