I , TUESDAY DECEMBER 10, 1957 The regular semi-monthly meeting of the Council of the City of :Martinsville, Virginia, with Mayor John W. Shultz presiding, was held in the Council Chamber, City Hall, on Tuesday, December 10, 1957, at 7:30 P.M., all members be~ present, as follows: :Mayor and Councilman John W. Shultz; Vice-Mayor and Councilman E. E. Stone; and Councilmen C. C. Donavant, B. H. Hill, and J. R. Walker. After the invocation, Council approved as read the minutes of its regular meeti1'l5 held November 26, 1957. In connection with previous discussions regarding the investing of school bond proceeds, Council considered a tentative schedule of school construction needs, as prepared by the City School Board, and called for an informal meeting of Council with school board members in the City Manager rs Office, Firday, December 13, 1957, at 10:30 A.M. Council aclmovrledged receipt of a ruling or opinion rendered by Judge John D. Hooker of Martinsville City Circuit Court on the validity of the City's November 5, 1957 sewer bond referendum. Council noted that Judge Hooker ruled that the referendum was valid; accordingJy, a refererxhnn on the SB.lD9 question can not be held within the twelve-months period following the November 5th election. Council acknowledged receipt of the State Water Control Boardrs replies to Councills recent request for postponement of a hearing before the Board on January 20, 1958. Although the Water Control Board indicated that it was deI:'(Y"ing the Councills request for postponement, Council asked City Mamger Hirst to remw the request.
