Ben Davis has declined to execute <br /> <br />an agreement with the Cit,T, previously approved by Cbuncil, providing for <br /> <br />the replacement of a ueter line just olJtside of the City's corporate li,..,:1ts <br /> <br />on Route 220 South. <br />
