A variance thus authorized is to be stated in writing in the minutes of the Commission with the reasoning on which the departure was justified set forth. B. Group Housing Developments A comprehensive group housing development, including the large scale construction of housing units together with necessary drives and ways of access may be approved by the Commission although the design of the project does not include standard streets. lot and subdivision arrangements, if departure from the foregoing standards can be made without destroying their intent. SECTION Xl - FENALTIES Any owner or proprietor of any tract of land who subdivides that tract of land and who violate any of the provision of this ordinance shall be guilty of a misdemeanor, punish- able by a fine of not less than ten dollars ($10) and not more than two hundred and fifty dollars ($250), and each day after the first during which violation shall continue shall constitute a separate violation. SECTION XII - PROCEEDINGS TO PREVENT VIOLATION Fursuant to Section 15-794.2, Code of Virginia, in case of any violation of the pro- visions of this ordinance, or of any of the provisions of the regulations adopted as authorized in this ordinance, the City Council, in addition to other remedies. may institute any appropriate action or proceeding to prevent such violation or attempted violation, to restrain, correct, or abate such violation or attempted violation, or to prevent any act which would constitute such a violation. SECTION XIII - APPROVAL OF FLAT PREREQUISITE TO RECORDATION In accordance with Section 15-784, Code of Virginia, the Clerk of Court shall not accept any plat for recording until such plat shall have been given final approval by the Commission as provided in this ordinance.
