<br />~14 <br /> <br />TUESDAY <br /> <br />SEPTEMBER 24. 1957 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, <br /> <br />Virginia, with Vice-Mayor E. E. Stone presiding in the ahsence of Mayor <br /> <br />John W. Shultz, was held in the Council Chamber, City Hall, on Tuesday, <br /> <br />September 24, 1957, at 7:30 P.M., the following members being present: <br /> <br />Vice-Mayor and Councilman E. E. stone; and Councilman C. C. Donavent, <br /> <br />B. H. Hill, and J. R. Welker. <br /> <br />After the invocation, Council approved as read the minutes of its regular <br /> <br />meeting held September 10, 1957 and of its special meeting held September <br /> <br />19, 1957. <br /> <br />Upon motion, duly seconded end unanimously carried, Council accepted the <br /> <br />following Planning Commission report (dated September 23, 1957) recommending <br /> <br />denial of the September 10th petition, submitted by Mr. I. M. Groves, Sr. <br /> <br />on behalr of the D. S. Devis Estate heirs, requesting the rezoning to <br /> <br />"business" the Davis property on the east side of Cleveland Avenue, at <br /> <br />15 Cleveland Avenue: <br /> <br />Your Planning Commission, at its regular meeting on Tuesday, <br />September 17, 1957, considered a petition referred to them <br />by the City Council from Mr. Irving N. Groves, Sr., as agent <br />for the D. S. D8vis F:state. This request was for rezoning <br />of the Davis property lying on the east side of Cleveland <br />Avenue from A-I Residential to B-1 Business. <br /> <br />Your Commission, after due consideration of this request, <br />voted unanimously to make the following recommendation to <br />Council: "That the petition be denied." <br /> <br />It was the feeling of the Commission that there is sUfficient <br />property in this general vicinity presently zoned as B-1 <br />Business to supply the needs of business development. The <br />Commission also felt that the B-1 zoning classification in <br />the present zoning ordinance is not sufficiently restrictive <br />in its use limitations to regulate business development in <br />this particular area. <br /> <br />The Planning Commission respectfully submits the above <br />recommendation for Council's further consideration. <br />
