<br />TUESDAY <br /> <br />AUGUST 27, 1957 <br /> <br />Messrs. William and Phillip Davis, on behalf of thar-father, Mr. J. Ben Davis, <br /> <br />appeared before Council and rene,'red a request for permission to replace andjor <br /> <br />extend a City water main from near the South Martinsville School (outside the <br /> <br /> <br />corporate limits) on Route 220 South across Route 220 to their property fronting <br /> <br /> <br />on the west side of said Route 220. Council suggested that, if the request is <br /> <br /> <br />granted, City Manager Hirst and the Messrs. Davis reduce to wri ting certain <br /> <br /> <br />obligations the petitioner rrru.st assume, in order that there be no misunderstanding. <br /> <br /> <br />Action by Council on the petition, itself, was deferred. <br /> <br />City Manager Hirst presented a financing schedule for the proposed sewerage system <br /> <br /> <br />improvements program, dated August 20, 1957, as prepared by Wiley & Wilson, Consulting <br /> <br /> <br />Engineers. This schedule contemplated a seven-year construction program of <br /> <br /> <br />$3,462,000.00 to be financed by, including operational and debt service expenditures <br /> <br /> <br />over twenty-six years, a total bond issue of $2,350,000.00, a temporary loan of <br /> <br /> <br />$5,100.00, and the imposition of a new sewer service charge (to replace the present <br /> <br />sewer service charge) equal to customers' monthly vmter bills. Council continued <br /> <br /> <br />this matter for further study. <br /> <br />Upon request of cwners-operCltors of local tobacco warehouses, Council granted <br /> <br />courtesy parking privileges for the 1957 tobacco marketing season to tobacco farmers <br /> <br />on the same basis as was v-anted for the 1956 season, stipulating that the extending <br /> <br />of these privileges would be for only the 1957 season and that each future season <br /> <br />would be considered separately. <br /> <br />City Manager Hirst informed Council that trustees of the First Baptist Church have <br />indicated that they would dedicate five feet of right-of-way fronting on their <br />property on the north side of East Main Street (the former Holland Motor Company <br />site) in exchange for construction by the City of a new five-foot sidewalk and, <br />
