S2 TUESDAY JULY 23" _ 1957 Section 1. That the ordinances of the City of Martinsville of a general and permanent nature as revised and codified in the following chapters, namely, Chapters 1 to 18, both inclusive, are hereby ordained as general ordinances of t.l-}e City of Martinsville, and are adopted as and shall constitute "The Code of the City of Martinsville, Virginia, 1956.fl Section 2. That the provisions of such Code shall be in force on and after September 12, 1957, and all ordinances of a general and permanent nature enacted on en:- prior to January 22, 1957, and not contained in such Code are hereby repealed from and after the said September 12, 1957, except as hereinafter provided. Section 3. That the repeal provided for in the preceding section of this ordinar:ce shall not effect any offense or act committed or done or arw penalty or forfeiture incurred or arw contract or right established or accruing before the said September 12, 1957; nor shall it affect arw prosecution, suit or proceding pending or any judgment rendered on or prior to the said September 12, 1957; nor shall such repeal affect any ordinance or resolution promising or guaranteeing the payment of money by the City or authorizing the issue of bonds of the City or any evidence of indebtedress of the City or any contract or obligation assumed by the City; nor shall such repeal affect the administrative ordinances or resolutions of the Council not in conflict or inconsistent with the pro- visions of such Code; nor shall it affect any right or franchise conferred by any ordinance or resolution by the Council on any person or corporation; nor shall it affect any of the following ordinances or any amendment thereto: (a) (b) (c) (d) (e) (f) (g) (h) (i) (j) (k) Arw appropriation ordinance; Any ordinance levYing or imposing taxes generally or fixing a tax year; Arw ordinance relative to licensing or to license taxes or fees; Any ordinance relative to real and personal property taxes; Any ordinance relative to amusement taxes; Any ordinance providing for any public improvement; Arw ordinance making any assessment; Arw ordinance relative to the opening, relocating, closing, altering , en:- naminr; of any streets or alleys; Any ordinance relative to the salaries and compensation of City officials and employees or of members of City boards or commissions; Any ordinance relative to bonds of City officials and employees or of members of City boards or commissions; Any ordinance relative to planning or to a City plan or to zoning and any ordinance relative to rezoning of territory or to zoning map changes or relative to building set-back lines; Sec tion 1, Chapter III , Title IV, of the Marti nsville City C ode of 1943, relative to the preparation of foodstuff, food and food establishments, ete.; The Building Code; The Electrical Code; The Fire Code; The Plumbing Code; Any ordinaTCe relative to subdivisions; (1) (m) (n) (0) (p) (q)
