<br />l02 <br /> <br />TlJ'ESDAY <br /> <br />JA1JULffiY 22.J 1957 <br /> <br />The Martinsvil1e City Planning Connnission shall consist of seven (7) members <br />who shall be appointed by the Mayor of the City of l:rartinsville. Not less <br />than one member nor more than three members of the Commission may be adminis- <br />trative officials of the City of Martinsville whose terms of office as <br />members of the Commission shall correspond to their respective official <br />tenures unless otherwise terminated. The majority of the members, however, <br />shall be qualified voters of the City of l\'!artinsville who shall hold no <br />other municipal office except that one (1) of such majority may also be a <br />member of the City's Board of Zoning Appeals, in 'which event his term of <br />office as a member of the Planning Commission shall expire with his term of <br />office as a member of said Board of Zoning Appeals unless otherwise replaced <br />in the manner hereinafter provided. <br /> <br />The terms of office of such other members of the Commission, that is, those <br />members who are not municipal office-holders, shall be for four years or <br />until their successors shall have been appointed and shall have qualified, <br />but in no case shall such members serve longer than six years unless re- <br />appointed for regular four-;}Tear terms. <br /> <br />Vacancies caused b"<J the resignation, death, or removal from office of arry <br />members who are not municipal office-holders shall be filled for the unexpired <br />terms of such IOOmhers. Inefficiency, neglect of duty, or malfeasance in <br />office shall be deeDed sufficient cause or causes for removal from office of <br />arw member who are not municipal office-holders, but such removal shall be <br />made only b"tJ the Council of the City of Martinsville and onJy after a public <br />hearing on the question of removal shall have been conducted by said Council. <br /> <br />All members of the Commission, as such, shall serve wit.hout compensation. <br /> <br />An emergency existing, "this amendment shall become effective on and after <br />January 22, 1957. <br /> <br />As a result of Council's Jcmuary 21st conference vdth representatives of the Mayor'S <br /> <br />Commission on Human Values, and as recommended by the Commission, Council decided <br /> <br />that it would establish a permanent five-member Commission on Human Values and <br /> <br />annoUl"'(:e the member-appointments in the very near future. <br /> <br />Revie'lrlp.g the November 27th (1956) appearance before Council of trustees of <br /> <br />Martinsville General Hospital, Inc., seeking Council's consideration of their <br /> <br />suggestion that ways and means be found, if possib!e, to declare Henry County <br /> <br />Medical Center exempt from local real estate taxes, and upon advice of Ci'Gv' <br /> <br />Attorrey Stone that under the circumstances it is not leGally possible for Council <br /> <br />to so declare in this instance, Council requested that the trustees be so advised. <br />
