MacBryde, Jr., representing other neighboring property owners (most of lIhan <br />were present), objected to the proposed license reinstatement, pointing out a1o~ <br />with his clients certain detracting features of such an establishment in that area. <br /> <br />On motion that the license revocation be sustained, Councilmen Shultz, Stone, and <br />Walker voted Ryes" and Councilman Hill voted "no"; thus, the motion was carried <br /> <br />and Attorney Young's petition was denied. <br /> <br />r~~~ <br />:i~ <br /> <br />= <br /> <br />After receiving the following memorandum from Councilman Hill, Council ins trm ted <br /> <br />City Manager Hirst to obtain certain information relative thereto 'Which Courei1 <br /> <br />might study while giving consideration to Councilman Hill's recOIlDDElndation: <br /> <br />I f~ believe an educational approach is the best way to develop a <br />proper respect for individual and community safety consciousness. The <br />highway and city street automobile accident record in past years, and <br />especially thus far in 1956, points up the dire need for sane develOJD8llt <br />of an accident prevention program in our communiV. <br /> <br />As you know such a program could be developed in several different 1f'B.YS, <br />but I; feel the formation of a City comission would stand a better chance ot <br />success. <br /> <br />The objective of this comnission could be to coordinate community safety <br />and keep it before the citizens through a sustaired program. Ini tially, the <br />coJl'lllission could be co~osed of' seven to twelve citizens appointed for a <br />three year period. I would suggest the connnission meet at least once each <br />month to discuss conmunity safety problems arrl take whatever action deelD!ld <br />necessary. I believe such a COmmission 'WOuld ultimately assist in the <br />advancement ~ safety programs in business and industry as 'Well as in the <br />h<ll1l8 and on the highway. <br /> <br />Such a program could lead to the establishment of a Martinsville _ Henry <br />County' Safety' Conference to work on joint problems. <br /> <br />I have discussed the organization of a Safety Commission with several <br />other citizens and the concensus ~ opinion of the necessaril\y small sampling <br />I could take has indicated a good potential climate far the connnission to <br />work in. <br /> <br />Since I first mentioned the poss:ible organization of such a commission <br />in Marti nsvill.e, I ha.ve seen an article in The Roanoke Times denoting the <br />study of such an organization in that city. <br /> <br />If nembers of Council think well of the suggestion, I wouJ.d request that <br />the Manager secure inforne. tion from the National Safety Council, American <br />Automobile Association, International City lIa.nagers' Association, and an:r other <br />SOONG poss:ibl.e and present his findings to Coumil at an early date. <br /> <br />."."..."._~~'--"~'"'-~-_._~._--,,-""__,_____'">'._.~_""'_"~>O",_.".,.__.__,.,~._ <br />
