<br />~8 <br /> <br />TUESDAY <br /> <br />JUNE 12, 1956 <br /> <br />The Planning Commission of the City of Martinsville, at its meetirg May 29, <br />1956, had before it a request for approval of a partial subdivision of the <br />Elsie E. Young property lying on the north side of Pumphouse Road in the City <br />of Martinsville. <br /> <br />The Commission, after rrmch discussion of this request voted to grant final <br />approval to this subdivision, however, tffi Commission instructed the secretary <br />to advise Council of the following recommendation included in the adoption of <br />its motion of approval. <br /> <br />It is hereb;{ recormnended to City Council by the Commission that a <br />portion of the Pumphouse Road which was abandoned for use several <br />years ago and a parcel of land lying between this old road bed and <br />the new location of Pumphouse Road be deeded to I'iJrs. Elsie E. Young <br />in order that her property might be developed in a more orderly <br />fashion. <br /> <br />The Planning Cormnission respectfully sul::mits this recommendation for Council's <br />further co nsideration. <br /> <br />Irving R. McGhee, Secretary <br />Martinsville Planning Commission <br /> <br />The following notice from the Federal Power Conunission was received and filed: <br /> <br />The Roanoke Rapids Project No. 2009 of the Virginia Electric and Power <br />Company is located at river mile D7 on the Roanoke River. The John H. Kerr <br />project constructed by the United states is located at river mile 179 on the <br />Roanoke River. The Riverside and Schoolfield projects of the Dan River Mills, <br />Ire., are located at river miles 63 and 66, respectively, on the Dan River. <br />The Spray project of the Spray Cotton Mills and the Spray Water and land <br />Company is located at river mile 3 on the Smith River. The Martinsville <br />project of the City of Martinsville is located at river mile 25 on the Smith <br />River. The Philpott project constructed by the United States is located at <br />river mile 44 on the Smi th River. <br /> <br />Pursuant to the provisions of section 10 (f) of the Federal Power Act, <br />we are required to determine and assess headwater improvement benefit charges <br />against the owner of any pro ject directly benefited by upstream improvements <br />constructed by the United States. The Smith River is a tributary of the Dan <br />River and the latter river discharges into the Roanoke River near Clarksville, <br />Virginia. The Martinsville project, the Spray project, the Schoolfield <br />project, and the Riverside pr'oject ma;v be directly benefited by reason of the <br />construction and. operation by the United States of its upstream Philpott <br />project. The Roanoke Rapids project may be directly benefited by reason of <br />the construction and operation by the United States of its upstream Philpott <br />and John H. Kerr projects. <br /> <br />The Commission finds: <br /> <br />It is appropriate and in the public interest that an investigation be <br />instituted by the Commission as hereinafter provided. <br />
