26

Tilli'SDAY

MAR~y'._~?, 1962

Contract also includes easements, along vri th easements from others
for line west of Club property t.o pick up R. S. Foley subdivision,
Corn Tassel Trail and Indian Trail line area.

42" Smith River outfall be brought down river from vicinity of
former plant site to point opposite Well's site. 24" Mulberry
Creek interce"lltor v[Ould join 4211 at that point and both cross river
t.o site.

General Comments:

Relocation of plant site and Mulberry Creek interceptor both
dependent on each other.

Lani.er Farm, in developrrent of its property, east of Mulberry Creek,
will construct a roadway parallel to the Creek and entire length to
Smith River. Sewer line to use graded right-of-way of road.

Increase in cost of proposed plan over original plan -- approximately
$36,000, exclusive of lam differential. Principal increase due to
additional 1.6 miles 42f1 Smith Hiver outfall.

Proposed plant site was considered among 4 or 5 locations, 4 years
ago in planning overall program.

Rejected because:
a. Cost differential of 42" Smith River outfall.
b. Questionable need at that time of plant that far dONn river.
c. Doubt of land avai labi Ii ty.
d. Suitability of Hedgecock property into overall plan.

Never been any practical alternate to Mulberry Creek Interceptor route
through Country Club property (7,700 linear feet) until Lanier Farm
decision to develop land east of Creek and construct parallel roadway.
Without graded roadwey, sewer line location east of creek financial~
out of question. Shift of line from orir;inal Club crossing route also
would have required plant relocation due to elevation. Again, both
changes dependent on each ot~er.

Summary advantages for plant site shift:
no one reason -- all have conibined bearing.
1. Plans brought forth in past year for extensive residential property
development -- and possible annexation of areas--east of City.
2. Better locate plant for handling possible future developrrent --
industrial, business and residential -- in Smith River valley area
below original site. No.1 and No.2 mean improving site location
for long range planning.
3. Contract arrangement on relocation of Mulberry Creek interceptor.
4. Availabi lity of Federal fums to offset increased cost.
S. EIUnination of 11ft pump operation in treatment plant for 24"
Mulberry Creek interceptor.
6. Improve accessibility of city water line to plant site.
