<br />3~ <br /> <br />TUES DAY <br /> <br />JANUARY 9, 1962 <br /> <br />commemorate the founding of the United States Junior Chamber of Commerce and to <br /> <br /> <br />celebrate the annual recognition given by the local Jaycee group to the outstanding <br /> <br />young man of the community. <br /> <br />~ <br /> <br />After presenting the findings of a survey conducted by the City during the summer <br /> <br /> <br />of 1961 on refuse disposal practices of local commercial establishments, City <br /> <br /> <br />Manager Hirst discussed various aspects of new collection equipment, knmvn as <br /> <br /> <br />"Pactainer", manufactured by American Truck Body Company, of Martinsville, <br /> <br />particularly as to its applic ation in the comrrercial areas. The installation <br /> <br /> <br />of this equipment would require a number of merchants to purchase "Pactainer" <br /> <br /> <br />units and the City to purchase a truck designed to pick up and transport these <br /> <br />units to and from the disposal area as well as the purchase by the City of ore <br /> <br /> <br />rrpactainer" unit to expedite the refuse collection procedure. Council authorized <br /> <br /> <br />the purchasing of such equipment by the City as soon as justifiable participation <br /> <br />by the merchants is assured. <br /> <br />,._, <br /> <br />Council unanimously approved for execution by the City an agreement between the <br />Carolina & Northwestern Railway Company and the City of Martinsville whereby the <br />City will be permitted to construct and maintain a twelve-inch cast-iron water <br />pipeline across the right-of-way or property and over the main track of the <br />Carolina & Northwestern Railway Company at a point 3990 feet northwest of <br />Milepost 41, at or near Martimville, Virginia, said pipelire to be attached to <br />an overhead bridge carrying Virginia State Highways Nos. 57 and 58, as contemplated <br />in the current reconstruction of said Highways Nos. 57 and 58. <br /> <br />- <br /> <br />City Manager Hirst advised Council that preparation of the City'S 1962-63 budget <br /> <br /> <br />will soon begin and that the prospects for new revenue are dim, notwi thstandir:g <br /> <br /> <br />the fact that a non-recurri~ commitment has been made towards construction of a <br />
