<br />180 <br /> <br />TUESW <br /> <br />OCTOBER 24- 1961 <br /> <br />Council was reminded that it is in order for the Council to suggest nominees <br /> <br /> <br />to the City Circuit Court for appointment to the 1962 Board of Assessors. <br /> <br /> <br />Council was advised, too, that several letters of application have been <br /> <br /> <br />received for the position of clerk-typist to the Board of Jssessors. Upon <br /> <br /> <br />motion, duly seconded and unanimously carried, Council authorized the <br /> <br /> <br />Commissioner of the Revenue to select and appoint a person for this position, <br /> <br /> <br />at a beginning salary of $225.00 per month. <br /> <br />11rs. Elinor D. Stoutamire, of 716 Circle Court, presented to Council a claim, <br />in the amount of $500.00, which Mrs. Stoutamire stated is due her from the <br />City because the Council allegedly made un-usable a barn and other improvements <br />by its recent refusal to permit Hrs. Stoutamire to keep a horse on her property <br />at 716 Circle Court. City Attorney Cubine advised the Council that it has no <br />legal right to pay such a c1atm, whereupon Council unanimously rejected the <br />claim and refused payment. <br /> <br />A special committee from Council reported that it has viewed Orchard Street <br /> <br /> <br />Extension, from Rives Road to Hairston Street, in connection with an amended <br /> <br /> <br />petition requesting curb-and-gutter construction (on a shared-cost basis) along <br /> <br /> <br />only a portion of this street and, further, recommended that curb-and-gutter <br /> <br />be constructed from Rives Road towards Hairston Street to a point determined <br /> <br /> <br />most feasible to provide maximum curb-and-gutter construction without creating <br /> <br /> <br />surface water drainage problems. Council accepted this reconnnendation, leaving <br /> <br />to the judgment of the Department of Public Works the point where construction <br /> <br /> <br />should terminate. <br /> <br />City :Manager Hirst presented to Council the City's Department of Public Welfare <br /> <br />estimated financial requirements for the fiscal years ending June 30, 1963, and <br />
