Upon Dotion, duly seconded and unanimously carried, COlmcil adopted the following r:lotor Vehicle License Tax: Ordinance for the year beginnir..g I;Iarch 15, 1961: AN ORDINANCE TO PHOVIDE FOR THE LEVY AND COLLECTIOIJ CF A LICENSE TAX FROrvl ovn.1EIt,S OF MOTOrr VmnCLES, TEAILERS, Arm SEIn-T~l!\IEES OPERi'c'::.'F:D IN THE CITY OF ~iXtTLjS'1ILlE, VIP(nmA BE IT OEDAII\ITD by the Council of the City of IJartjnsville, Virginia, in ref';ular meeting assenbled, that as provided by the Charter of said City, and for the purpose 0:: providing funds for the maintenance of the streets and highways of said City, there shall be levied ana co2.lected a license tax for the City 0': MartinsTJil1e from the ol'mer of every motor vehicle, trai1::r, or semi-traj_ler residing in the City of I.Iartinsvil1e, Virginia, and from every non-rcsioent who is the owner of a motor vehicle, trailer, or semi-trailer which is used in a business, emplO;yI'lent or profession carried orc in said City, other than those exempted by law, ::.'or the year beginning March 15, 1961, v/hich license tax shall be as f011m\'s: (a) The license tax: to be paid by the ovmer of an:'l motor vehicle used in thf~ transportation of passengers not for compensation shall be s:Lx dollars (~p6.00) per year; the fee for motorcycles shall be three dollars ($3.00) per year, and tyro dollar::; ($2.00) additional for each side car. (b) The license ta,x to be paid on each motor vehicle, trailer, or semi-trailer keTlt ar lJsed for rent or hire for trans!Jortation of passengers or property shall be tYfenty-five dol1ars ($25.00) per year. (c) The license tax to be p<'lid on each motor vehicle, trailer, or semi-trailer used or designed for the transport2.tion of property shall be twe J.ve do llar's ($1~2. 00) per yeDT. One-hall of the annual tax prescribed by subsections (a), (b), and (c) above shall be coJlected vlhenever a:ny license plates are issued during the [Jeriod beginninf, on the 1st day of October in any year and ending on the 15th day 01' January in the :::;a.'Tle license year, and one-third of such tax shall be col1ected whenever an:, license plate is issued after the 1Sth day of Janm.ry in a~r license year. Th~_s crdinance shall not apply to residents of another city, town, or county in the State of Vir;;inia who have paid a similal' J_icense tax to the city, town, or county in which they are a resident. TI:!; :License tax hereby levied shall be due and payable to the office of the City Treasurer or his authorized agent on and after the effective date of this ordinance and the Treasurer or hiG authorized agent shall supply each licensee with a plate which shall indicate the number of the license and which shall be attached to the vehicle for which the tm: vras levied and collected. Said license plate shall be Dlaced on the vehicle so that the plate shall be in full viev, at all ti1res.
